If state or local thresholds supersede federal requirements, making a competitive solicitation necessary, then your procurement will naturally fall to the stricter criteria. This however will not change the federal boilerplate material provided by ProcurementPRO for clauses and certifications, therefore, the QuickPRO process may be the better option for you, allowing you to secure only the federal clauses and certification necessary to include in your overall solicitation document.
