Procurment Thresholds

I am at step four of a small purchase. It is for a purchase of 20 trash containers valued at $500 each. Total cost of $10,000. Step 4 procurement method screen only gives me a choice of three methods: Sole Source, Piggyback, or Non-Competitive Quotation. I don't want to do any of these? Shouldn't there be a choice of competitive quotation?

ProcurementPRO is designed around federal funding thresholds. The current requirement to perform a competitive solicitation, for purchases utilizing federal transit funds, is on any purchase greater than $100,000. Since your purchase was less then this value, the program will not require you to perform a competitive solicitation and will generate the federally required clause, certifications, and supporting documentation necessary for federal small purchases only. Since your dollar value falls within this range the appropriate federal documentation needed will be generated. If state or local thresholds supersede federal requirements, making a competitive solicitation necessary, then your procurement will naturally fall to the stricter criteria. If this is the case and you cannot utilize a quotation process to comply locally then a competitive solicitation will have to be adhered too. This however will not change the federal boilerplate material provided by ProcurementPRO for clauses and certifications, therefore, the QuickPRO process may be the better option for you, allowing you to secure only the federal clauses and certification necessary to include in your overall solicitation document.
